Major Safety Standards & Safety Marks

Agencies such as Underwriters Laboratories (il) and Canadian Standards Association (CSA) provide certification in North America. Standards like these with the same numbers but different prefixes are sometimes referred to as “harmonized standards”. But while the IEC continues to pursue harmonization, regional differences remain, and consequently, products intended for multiple markets will need to show all of the required certifications.

United States of America UL Safety Marks

The UL Mark indicates that either Underwriters Laboratories or an equivalent nationally recognized testing laboratory (NRTL) has tested and determined that a product meets UL specified product safety requirements. This certification allows a manufacturer to show that their product is “UL Listed” using the familiar UL logo. In addition to certifying products to their safety specifications, UL also offers an assessment process to provide certification to many of the regional safety mark schemes worldwide, including those summarized below.
Note also that Underwriters Laboratories of Canada (ULC) is an independent product safety testing, certification, and inspection organization accredited by the Standards Council of Canada. It uses the above UL logos accompanied by the letter “C.”

CE Safety Marks
What is a CE marking? A CE marking is a European marking of conformity that indicates that a product complies with the essential requirements of the applicable European laws or directives for safety, health, environment, and consumer protection. Generally, this conformity to the applicable directives is done through self-declaration. The CE marking is required on products in the European Economic Area (EEA) countries to facilitate trade between the member countries. The manufacturer or authorized representative established in the EEA is responsible for affixing the CE marking to his product. The CE marking provides a means for a manufacturer to demonstrate that his product complies with a standard set of laws required by all of the countries in the EEA to allow free movement of trade within the EEA countries.
Unlike the UL Safety Mark, the CE Safety Mark:
- It is not a safety certification mark.
- It is generally based on self-declaration rather than third party certification.
- Does not demonstrate compliance to North American safety standards or installation codes
A product that bears a CE marking may also reach a certification mark such as UL’s listing mark. Tuttavia, the CE marking and the UL mark have no association. The UL Mark indicates compliance with the applicable safety requirements in North America and is evidence of UL certification, which is accepted by Model North American Installation Codes such as the National Electrical Code and the Canadian Electrical Code.
The CE marking on products is not a certification mark. AHJs should continue to look for the UL mark on products to determine if a product complies with applicable safety requirements for North America.

The GS Mark assures commercial buyers and consumers the product has been tested by an authorized institution such as TUV Rheinland. The VDE Testing and Certification Institute is another German-based independent testing organization for electrical and electronic products.
